AB 7(Huffman) Interscholastic athletics: High School Baseball Safety
Act of 2010.

Status: Passed Senate Education 5-1. Will be voted on the Senate
Floor, perhaps next week.
Summary: This bill prohibits, until July 2012, the use of non-wood
baseball bats during baseball games, practice or in physical
education classes at private and public high schools. As of May 24,
2010 no school and/or school district has sent a letter of
opposition according to the California Senate web site.
AB 346 (Torlakson) Fingerprinting of School Employees

Status: HAS NOT BEEN INTRODUCED YET
Summary: This bill will “gut and amend” a current bill. Assemblyman
Torlakson will introduced in the next week language that will CHANGE
the implementation date for AB 1025 (Conway) from July 1, 2010 to
July 1, 2011. Once AB 346 has been introduced it will be vital that
schools and school districts make phone calls and write letters of
support to their local legislators. This one year delay would allow
additional time for corrections to be worked out and a new bill
introduced next year. HOWEVER everyone must be cautious as it is
“not over” until it goes through the legislative process and is
SIGNED by the Governor.
AB 352 (Strickland, Audra) Public Records: California
Interscholastic Federation

Status: Senate Judiciary - not yet assigned to a Committee for hearing
Summary: The California Public Records Act requires state and local
agencies to make their records available for public inspection and
to make copies available upon request. This bill would additionally
declare the intent of the Legislature regarding the compliance of
the CIF with the California Public Records Act, including the
segregation and redaction of private information in specified
records in response to a California Public Records Act request. CIF
already follows the Public Records Act. This bill has become a BIG
ISSUE with the California Newspaper Publishers Association (CNPA) –
they strongly oppose the wording in the bill that ensures that the
CIF can withhold student files and medical records. CIF member
schools may need to embark on a major campaign on this bill
regarding student and employee privacy rights,
AB 1154 (Strickland, Audra) California Interscholastic Federation:
Notice of Sanctions

Summary: This bill would encourage the California Interscholastic
Federation, and its sections, whenever they impose a sanction on an
interscholastic team of a member school, to post online the name of
the school, the team that has been sanctioned, the violation that
has occasioned the sanction, and a description of the sanction
itself. A few CIF Sections, but not all already post school sanctions.
AB 1646 (Hayashi) High School Athletics: Training for Coaches

Status: Failed May 28, 2010 Assembly Appropriations Committee –
Still in suspense file.
Summary: This bill, commencing December 31, 2011, would require all
coaches taking or renewing first aid certification to take training
that includes a basic understanding of the signs, symptoms, and
appropriate emergency action steps regarding potentially
catastrophic injuries, including, but not limited to, head and neck
injuries, concussions, second impact syndrome, asthma attacks,
heatstroke, and cardiac arrest. By requiring high school coaches to
complete this additional training, this bill would impose a state-
mandated local program.

Summary: As amended, this bill would set criteria for athletic
trainers. The requirement for AED, return to play and emergency
plan provisions were deleted. AED because of the cost involved and
the return to play because CIF just passed a new by-law that also
requires immediate removal from athletic competition any high school
student suspected of sustaining a concussion or head injury AND a
written note by a doctor before returning to play. New By-law 313.
AB 1893 (Hayashi) High School Spirit Activities – require cheer and
pep squad coaches to be certified in Coaching Education.

Summary: This bill, commencing July 1, 2011, would restrict the sale
of electrolyte replacement beverages (sports drinks) in middle,
junior, and high schools to specified times before and after school.
Would still be OK for afterschool activities.
