I was just notified that the Governor signed AB 346 today, (July 2010) – so it replaces AB1025. 

Hopefully you recall the wording was amended so that if a school district
does BOTH DOJ AND FBI fingerprinting for clearance of ALL COACHES, PAID AND VOLUNTEER, then they (the district) can waive those coaches from getting the Activities Supervisor Clearance Certificate through the California Teacher Credentialing office.

Districts that do NOT do both DOJ and FBI fingerprinting will have to have
ALL non-certificated coaches, paid and volunteer, get the certificate
through the CTC OR the district will have to do BOTH DOJ & FBI
fingerprinting. In AB 1025, the requirement for the certificate was limited
to head coaches and but now under 346 it will be all non-certificated
coaches. 

So, my best advice to schools/districts that do not currently do both DOJ
and FBI fingerprinting- you will have to:

1) the school district begin immediately doing BOTH DOJ AND FBI
fingerprinting for ALL non-certificated coaches (and thus be able to exempt
their coaches under the bill)  

or 

2) have their ALL of their non-certificated coaches get the Activities
Supervision Certificate through the California Teachers Commission. 

Since the governor signed the bill, this goes into effect immediately.
