Subject: AB 346 - Coaching Credential
I just wanted to let you know that AB 346 (Conway) regarding fingerprinting of classified employees, volunteers, students, and others (This bill will DELAY implementation of 1025 until July 2011) passed out of the Senate Education Committee this morning with a recommendation that it be on consent. This means the bill has no opposition and it passed 5-0. It stills have several steps and committees to go, but it is looking good.
The goal is to have the bill on the Senate Floor for a vote next Thursday, June 24th. It will then be immediately transferred back to the Assembly and we are hoping to waive all sorts of additional rules so that it can be heard on June 28th on the Assembly Floor and be immediately transferred to the Governor. While it is unsure the Governor will be able to sign the bill by July 1, I hope that if it is on the Governor's Desk it will provide some relief and confidence to the field so that no more volunteers or employees will be required to go to the CTC for this coming school year.
Again, ACSA will be introducing legislation next year to clean-up AB 1025 and remove the CTC from this process altogether among other reforms….
